Senator urges Obama administration to use U.S. influence to prevent premature lending until Zimbabwe shows progress on rule of law and human rights

WASHINGTON – In a letter on Thursday to Secretary of the Treasury Jack Lew, U.S. Senator Bob Corker (R-Tenn.), chairman of the Senate Foreign Relations Committee, urged the Obama administration to use U.S. influence to prevent new international lending to Zimbabwe absent meaningful progress by the government to restore the rule of law and improve human rights. Recent reports indicate the International Monetary Fund (IMF), World Bank and African Development Bank may clear Zimbabwe of its $1.9 billion in unpaid debt obligations, prematurely granting the country access to credit without clear evidence of governance and economic reforms.
“Without meaningful progress toward long awaited reforms by the Mugabe regime, new lending could significantly alter internal political dynamics and help entrench the very same individuals responsible for the country’s economic collapse and gross human rights violations,” wrote Corker in his letter to Secretary Lew.
“We urge the Treasury Department to act quickly to raise the lack of clear and meaningful governance and economic reforms with the IMF, World Bank, and African Development Bank, and to encourage creditors to require such reforms before supporting any new lending to the government of Zimbabwe.”

Dear Secretary Lew:
I write regarding reports that the IMF, World Bank, and African Development Bank may proceed with a process to allow for clearance of the Government of Zimbabwe’s $1.9 billion in unpaid arrears to those institutions.
While the willingness of a country to meet its debt obligations should normally be embraced, in this case arrears clearance will allow for new lending to the Government of Zimbabwe. Without meaningful progress toward long awaited reforms by the Mugabe regime, new lending could significantly alter internal political dynamics and help entrench the very same individuals responsible for the country’s economic collapse and gross human rights violations. This is a moment when Zimbabwe’s political future is highly uncertain but history has shown little prospect for genuine progress and great likelihood of further repression and mis-governance.
The Administration should use its voice and vote at these international financial institutions as well as its influence with creditors to ensure that any new lending to the Government of Zimbabwe, including lending intended to relieve existing barriers to lending, be preceded by meaningful progress toward:
  • Clear benchmarks for the restoration of the rule of law in Zimbabwe, including respect for private property, free press, freedom of speech, and freedom of assembly;
  • A credible process of accountability for missing revenues from diamonds and a monitored plan for capturing future revenues; and
  • Official acknowledgement of past gross human rights abuses and a demonstration that the Government of Zimbabwe is prepared to make an earnest effort to remedy those abuses, such as clear steps to hold accountable those responsible for the massacres of more than twenty thousand people in Matabeleland in the 1980s, and for the disappearance in March, 2015 of human rights activist Itai Dzamara.
Without progress toward these goals, I fear new lending will not help Zimbabwe but hinder progress toward democratic governance and economic growth. In this instance, premature lending without conditions would likely empower those who have created the country’s political and economic crises in the first place.
Current law requires the President to make a number of certifications including the restoration of the rule of law in Zimbabwe; satisfactory election conditions in that country; equitable, legal, and transparent land reform; and the subordination of the security force to civilian authority as the necessary conditions for a U.S. vote in support of Zimbabwe’s arrears clearance at an international financial institution. We urge the Treasury Department to act quickly to raise the lack of clear and meaningful governance and economic reforms with the IMF, World Bank, and African Development Bank, and to encourage creditors to require such reforms before supporting any new lending to the Government of Zimbabwe.

Sen. Rand Paul Highlights DOD Loss of $29 Million Worth of Heavy Equipment in Afghanistan in a Special Edition of ‘The Waste Report’

WASHINGTON, D.C. – U.S. Senator Rand Paul today released a special edition of ‘The Waste Report,’ which is an ongoing project cataloguing egregious examples of waste within the U.S. government. This edition highlights the Special Inspector General for Afghanistan Reconstruction’s report on the U.S. Department of Defense losing $29 million of heavy equipment in Afghanistan.

Today the Special Inspector General for Afghanistan Reconstruction (SIGAR) issued a report on the U.S. Department of Defense’s (DOD) failed attempt to establish an Afghan equivalent to the U.S. Army Corps of Engineers, losing $29 million of heavy equipment in the process.[1] 
According to the report, in late 2013 the DOD, working in concert with the Afghan National Army (ANA), established the National Engineering Brigade (NEB), “to provide national-level construction engineering efforts, including responding to natural disaster emergencies, building bridges, digging freshwater wells, and providing construction support to the ANA.”
NEB was supposed to be “fully capable” by October 2014, but it soon became clear NEB would come up short, even with lower standards and an extended deadline. But the problem does not rest with NEB. 
According to SIGAR, a major hindrance to NEB’s success was a lack of needed equipment to train on and use in the field. What makes this disturbing is that DOD delivered 1,400 pieces of equipment, at a cost of $29 million, to the Afghan Central Supply Depot, a central warehousing arm of the ANA, for further delivery to the NEB. However, little of it made it to NEB. For example, by December 2014, a year after NEB was established, NEB still had no well drilling equipment or reverse osmosis water purification systems. They also had only one crane and none of the semi-trucks the U.S. taxpayer purchased on their behalf.    
So how did heavy equipment like cranes and semi-trucks, purchased with your tax dollars, just disappear?  No one knows. According to SIGAR, the ANA has persistent accountability issues at the Central Supply Depot, noting about $370 million in spare vehicle parts purchased since 2004 are unaccounted for or missing. Given the problems at the Central Depot, it clearly would have been more logical for DOD to deliver the equipment directly to NEB.
While NEB has participated in some minimal operations, it still cannot function independently. SIGAR noted that as late as June 2015, NEB still lacked necessary well drilling and hauling equipment. They probably always will.   
Without equipment, it is no wonder NEB is struggling. Of course, that is no comfort to the 4,021 U.S. taxpayers whose entire tax liability paid for this and were not made any safer as a result, or to the Afghans who still lack clean drinking water.

Plans to Directly Question State, Treasury Secretaries About Massive Payout

WASHINGTON – U.S. Senator Roy Blunt (Mo.) today raised questions regarding the Obama administration’s recently-announced settlement with Iran, which hands the number-one state sponsor of terror $1.7 billion in cash. The administration’s announcement of the massive payment for a decades-old foreign military sale (FMS) came just one day after three American hostages were released by Iran, raising many questions about the reasons for the settlement and the exact source of the funds. 
“The Obama administration’s $1.7 billion ransom payment to Iran is troubling enough, given that administration officials admit money flowing into the country will be used to fund terror,” Blunt said. “What is equally concerning is the source of this money. The Obama administration claims U.S. taxpayers won’t be on the hook, but a closer look at the facts casts serious doubt on that assertion.”
Under the settlement, the United States will be paying Iran $1.7 billion, of which $1.3 billion is interest and $400 million is principal, stemming from a foreign military sale prior to the fall of the Shah in 1979. The Obama administration claims that the $1.7 billion will be drawn from the trust in which the original $400 million FMS payment was placed 35 years ago. However, it appears that the FMS account that was placed in trust has already been depleted under the Victims of Trafficking and Violence Protection Act of 2000, which directed the Secretary of the Treasury to use Iranian money in the FMS fund to compensate the families of American victims of Iranian terrorism. In Flatow v. Iran and four other related court cases, American victims of Iranian terror all received compensation from the FMS fund, effectively wiping out the balance. Blunt questions how the administration can assert that the $1.7 billion will be drawn from that trust, and not from the pockets of U.S. taxpayers, and plans to directly question Secretary of State John Kerry and Secretary of Treasury Jack Lew on the source of these funds.
Blunt added, “This looks like a pretty clear case of double-dipping to me, as the administration cannot draw this payment from an account that has already been used to compensate the victims of Iran’s terror campaigns. As far as I’m concerned, Iran lost any claim to the money held in that account when it sponsored attacks that killed and injured our citizens. If the president thinks otherwise, he’ll have to explain that position to the U.S. taxpayers who will be cutting the check to the Iranian regime.”

WASHINGTON – U.S. Senators Bob Corker (R-Tenn.), Ben Cardin (D-Md.), Cory Gardner (R-Colo.), and Robert Menendez (D-N.J.), today announced Senate Foreign Relations Committee passage of the North Korea Sanctions and Policy Enhancement Act of 2016. As part of a more effective U.S. policy to achieve the peaceful disarmament of North Korea and advance human rights, the bipartisan Gardner-Menendez bill will expand and tighten enforcement of sanctions for North Korea’s nuclear and ballistic missile development and other destructive activities of the Kim regime. The legislation was offered as a substitute amendment to North Korea legislation (H.R.757) approved by the House of Representatives earlier this year.

“Whether it is nuclear proliferation, cyber-attacks or human rights violations committed against its own people, North Korea’s regime -- and now its trading partners -- will know that the United States will not stand for it,” said Menendez. “We’ve taken an important step today, but the enactment of this bipartisan legislation would represent the most meaningful and comprehensive response toward addressing the threat that North Korea presents to our national security interests and the security interests of our friends and allies. I thank Senator Gardner, Chairman Corker and Ranking Member Cardin for helping broker compromise language that builds upon the good work in the House version to target not only banned and illicit activities but also Pyongyang's trade in key industrial commodities, sending an unambiguous signal that any regime that oppresses its people, threatens its neighbors, and violates international will, is going to pay a high price.”
The North Korea Sanctions and Policy Enhancement Act of 2016 includes the following key provisions:
Sanctions
• The bill requires the president to investigate sanctionable conduct, including proliferation of WMD, arms-related materials, luxury goods, human rights abuses, activities undermining cyber security and the provision of industrial inputs such as precious metals or coal for use in a tailored set of activities, including WMD, proliferation activities and prison and labor camps.
• The president is mandated to sanction any person found to have materially contributed to or engaged in or facilitated the above activities.
• Penalties for sanctionable activities include the seizure of assets, visa bans and denial of government contracts.
• The president retains the discretionary authority to sanction those transferring or facilitating the transfer of financial assets and property of the North Korean regime.
• The president may waive sanctions, but only on a case-by-case basis.
• The bill requires the Secretary of Treasury to determine whether North Korea is a primary money laundering concern. If such a determination is made, assets must be blocked and special measures applied against those designated persons.
Strategies and Policies
• The bill requires a strategy to promote improved implementation and enforcement of multilateral sanctions; a strategy to combat North Korean cyber activities; and a strategy to promote and encourage international engagement on North Korean human rights-related issues, including forced labor and repatriation. There are reporting requirements related to the above strategies as well as a report on political prison camps and a feasibility study on providing communications equipment to the people of North Korea.
• The State Department is required to expand the scope and frequency of travel warnings for North Korea.

Up to 80,000 refugees who arrived in Sweden last year will be expelled from the country over the next few years, the country's interior minister said Thursday. 
Anders Ygeman told newspaper Dagens Industri that since about 45 percent of asylum applications are currently rejected, the country must get ready to send back tens of thousands of the 163,000 who sought shelter in Sweden in 2015.

CORKER JOINS IN HONORING MASTER SGT. RODDIE EDMONDS FOR HIS HEROISM DURING WORLD WAR II

Knoxville native is the first American soldier to receive “Righteous Among the Nations” Award from State of Israel

U.S. Senator Bob Corker meets with Rev. Chris Edmonds, son of Master Sgt. Roddie Edmonds, at the Righteous Among the Nations Ceremony at the Embassy of Israel in Washington, D.C. this evening.
WASHINGTON – U.S. Senator Bob Corker (R-Tenn.), chairman of the Senate Foreign Relations Committee, today attended a ceremony at the Embassy of Israel honoring Army Master Sgt. Roddie Edmonds of Knoxville, who is being recognized posthumously with the “Righteous Among the Nations” award—the highest honor Israel bestows on non-Jews who have risked their lives to save Jews during the Holocaust. Edmonds is the first American soldier and only the fifth American to receive this designation.
“The story of Master Sgt. Roddie Edmonds is a true profile in courage, demonstrating how one man’s actions and moral convictions saved lives and changed the course of history for many,” said Corker.“What may have seemed like a common act of decency to Master Sgt. Edmonds was an extraordinary act of bravery to his fellow prisoners and anyone who has heard this remarkable account. I am honored to attend this ceremony joining the Edmonds family, the people of Tennessee, the State of Israel, and the President of the United States in celebrating Master Sgt. Edmonds for his remarkable service to our country and for demonstrating the common humanity to which all of us aspire.”
Edmonds was captured along with thousands of others during the Battle of the Bulge in late 1944 during World War II. He was held captive at the Stalag IXA Prisoner of War (POW) camp for 100 days. A policy imposed by the German military at the time required separating Jewish POWs from the rest of the prisoner population. When a German officer ordered the Jewish American soldiers to present themselves, Edmonds took action. Knowing that Jewish American POWs often were sent to slave labor camps where their chances of survival would be minimal, Master Sgt. Edmonds—the highest ranking soldier in the American section of the camp—ordered more than 1,000 American prisoners to step forward and declared, “We are all Jews here.” According to witnesses who were there, the German officer then threatened Edmonds and put a pistol to his head, giving him one last chance, but Edmonds did not falter, and the German officer eventually withdrew.
The “Righteous Among the Nations” award is the highest honor presented by the Yad Vashem Holocaust Museum in Israel to non-Jewish people who risked their lives to save Jewish people during the Holocaust. Along with Edmonds, Yad Vashem posthumously recognized three other individuals in the ceremony this evening, Lois Gunden of Goshen, Indiana and Polish citizens Walery and Maryla Zbijewsk. Today also marks the International Holocaust Remembrance Day and the 71st anniversary of the liberation of Auschwitz.

For example, some on the Left have actually stated that Climate Change Skeptics (Deniers in their parlance) should be sent to jail.

“The times I have had the humbling experience of meeting a Holocaust survivor and seeing the concentration camp numbers forever marked on their skin have been a reminder of the debt of gratitude we owe to all those who decided not to repress their painful memories, but instead to share them with younger generations so that the world can try to ensure a human tragedy like the Holocaust never occurs again.

“Today is a particularly solemn day for millions of Jewish people throughout the world, including in the nation of Israel and here at home. For Americans of all faiths, today is yet another reminder that ‘never again’ means standing with our Israeli friends in the face of threats from nations and terrorist organizations committed to their destruction.  They are currently enduring Palestinian terrorist attacks against innocent Israelis going about their daily lives.
